Being high is usually related to being under the influence of different substances. 

To most i'ts most importantly a state of mind and you can get a fix off what ever it is and in this case it just happens to be music. If you are high enough, everything can seem completely different! 

Music could also be heard in different perspectives. It can seem like the music surrounds you, I guess that's what it means to be "in the music". 

Different types of music have their own effects on you, your balance and coordination could be affected when you are high. You would move around and almost fall if you're high enough.

But most importantly there's this  satisfaction you feel, then that entirely different and hard to explain where it's from but it's one you enjoy.
